Amazing savings achieved in local authorities
Capital Ambition, part of the London Councils, has sponsored a number of Basis Resource Optimisation pilots across London Boroughs.
The most recent pilot in LB Enfield has produced amazing potential for savings from examination of 120 policy and performance staff costing circa £5m :
§ Smart Working Opportunities for 43% of the Staff, representing a potential saving of £200,000 on estate costs
§ Identification of 11 FTEs effort on tasks that could be stopped with little or no adverse impact, amounting to £500,000
§ Identification of 46 FTEs of work that could be completed using 80% of the current effort without incurring any risks to outcomes or outputs– a potential saving of £400,000
These potential savings were identified by managers and staff themselves, with Basis support after the work area had been subject to a Lean review.

New approach to NHS change
Basis has developed a variation of its successful Resource Optimisation methodology specifically for the NHS which is called “Aptus”. Aptus is a complete methodology that delivers integrated clinically led service strategies, business and workforce development plans.
Aptus delivers, from a single methodology, the ability for the NHS to integrate:
§ Corporate and clinical service strategies
§ Finance and business plans
§ Workforce development plans
It allows for agility and encourages innovation in service redesign:
§ Clarity in setting the strategic framework
§ Exploration of radical ideas for change as well as service continuity
§ Beneficial options and activities pursued quickly and low added value activities curtailed
It seamlessly links the “top to the bottom”:
§ Proactive involvement of frontline staff in service reviews and innovative ideas
§ Explicit expectations and contributions of staff that they understand, own and accept
§ Staff development directly linked to strategic objectives and justified by clinical need
Originally developed at Northamptonshire Teaching PCT it is now being used on the Swindon PCT Transforming Community Services programme and underpins much of Basis service transformation particularly on cancer centralisation.
