ME Passport – what’s it all about
In the health and social care sector, even when staff are urgently needed to meet rising need, it can often take six months for an employee to start a new role having been offered a job.
This sounds crazy, but health and social care workers work with some of the most vulnerable people in society. The validation and compliance process – verifying their work history, training, checking they have a clean criminal record – takes time.
We’ve found that it’s not uncommon for people to be selected for a job in health and social care, and never start. Many, caught in what seems a never ending checking process, give up, and find a job elsewhere, typically in another sector. This drains time, money and motivation from the people working in, and trying to work in, the sector.
Precisely because health and social care professionals work with some of the most vulnerable people in society, the checks we are talking about are important. We are not suggesting they go away, but we have figured out a much better way of managing the process, for all involved – the ME Passport.
In a nutshell, ME is a digital compliance passport for staff and providers working in health and social care. Care workers own a digital passport, containing the validated compliance information they need to start work, and provide access to the passport to prospective employers when they apply for a new role. All online, all secure.
The ME Passport has been recognised as a great solution to tackling a national recruitment issue. In November 2018, the Minister for Social Care announced the project would received funding to take it to the next stage of development as part of the Social Care and Digital Innovation Programme.
Over the summer we were commissioned by Havering Council and Lodge Group Care, a care provider based in East London, to conduct a discovery phase looking at the recruitment challenges faced by the health and social care sector.
During this phase we developed a series of prototypes of the ME Passport. Our findings from the discovery phase, along with our prototype formed the basis of an application for funding through the Social Care Digital Innovation Programme, run by the Local Government Association and NHS Digital. In November, it was announced that the project had secured the funding.
We want to turn the prototype into a digital compliance passport for staff working in health and social care that would hold an employee’s compliance information centrally.
Imagine a digital, totally secure staff file, that contained an individual’s full employment history and qualifications and verified they had a clean criminal record and driving licence. The data within the file would be updated at source by appropriate agencies to ensure it could be trusted and was up date – past employers would verify employment history and a criminal record check would be confirmed at source by the Disclosure and Barring Service through an API (and yes they are up for doing this).
Although we anticipate the project to continue throughout 2019, the initial funding we've secured will enable us to develop an MVP of the platform. You'll be part of a team that will include a User Researcher, a Front-End and Back-End developer and a UX/UI designer.
A bit about Basis
We are an Agile and service design consulting organisation head-quartered in London, UK. Most of us started out life in public services as Social Workers, Youth Workers and Employment Advisers. We work with public services to tackle messy societal problems and to co-design and enable sustainable change. We regularly find ourselves trying to help our clients find ways to ensure older adults can live independently for longer, that children are safe, and that homeless people have access to services that help get them back on their feet.
We use a range of approaches drawn from the worlds of Agile, Service Design, Lean and Rapid Improvement (or Design Sprints) to get under the skin of complex problems, to co-design solutions to those problems and to make them happen. Tech and digital solutions are often part of solving the problems we tackle.
We’ll be working with My Employment Ltd, a new GovTech start-up set up by care professionals in East London. Their BHAG (Big Hairy Audacious Goal) is to create a compassionate, capable and qualified health and social care workforce that’s capable of meeting the UK’s care and support needs now, and in the future. We’ve already been working with them for some time to understand the recruitment challenges in health and social care and develop the initial rough prototypes for the solution.
Your role will be to work as part of the team building the solution we’ve envisaged. Basically, to make it happen.
You’ll be based in central London (in a cool office) and will be co-located in an Agile team including a Front and Back-End Developer, Service Designer and health and social care staff.
Back-End Developer Job Description
We are looking for a Back-End Web Developer responsible for managing the interchange of data between the server and the users of the ME platform. Your primary focus will be development of all server-side logic, definition and maintenance of the central database, and ensuring high performance and responsiveness to requests from the front-end. You will also be responsible for integrating the front-end elements built by your co-workers into the application. A basic understanding of front-end technologies is therefore necessary as well. You will also be responsible for working with a Technical Architect to ensure the system can call appropriate APIs from government sources and to define the technology stack.
Integration of user-facing elements developed by a front-end developer with server side logic
Building reusable code and libraries for future use
Optimisation of the application for speed and scalability

Design and implementation of data storage solutions and information architecture
Ensuring development complies with the Government Digital Service Standard
Contribute to defining the technology stack
Configuring cloud infrastructures
Skills and Qualifications
Educated to degree level or have significant relevant experience
Understanding of accessibility and security compliance including GDPR legislation
User authentication and authorisation between multiple systems, servers, and environments
Proficient in configuring cloud environments for dev and production, using any of AWS, Azure, etc.
Integration of multiple data sources and databases into one system
Management of hosting environment, including database administration and scaling an application to support load changes
Data migration, transformation, and scripting
Setup and administration of backups
Outputting data in different formats
Understanding differences between multiple delivery platforms such as mobile vs desktop, and optimising output to match the specific platform
Information architecture and creating database schemas that represent and support business processes
Implementing automated testing platforms and unit tests
Proficient understanding of code versioning tools, such as Git
Proficient understanding of OWASP security principles
An understanding of Agile Development and DevOps
Understanding of “session management” in a distributed server environment
